The Role
Reporting to the Chief Executive Officer, the General Manager Infrastructure is an integral member of the Executive Team, providing visionary leadership for the planning and delivery of Council’s assets and infrastructure, including the City’s open space areas, recycling and waste centre, and plant and vehicle assets. The position currently oversees an operating budget of approximately $43 million and a $73 million Capital Works Program and 150+ employees.
With a commitment to superior project management across the entire infrastructure and asset portfolio, the General Manager will bring ‘can do’ leadership that embeds a culture of positive engagement, high performance and robust governance that supports innovation and continuous improvement.
The successful candidate will bring a proven track record in leading a significant civil assets and infrastructure mandate, with demonstrated experience in quality, customer focussed service delivery. Key to success will be the capacity for superior internal and community relationship building, including engaging with elected Councillors. An understanding of local government will be highly regarded. Formal tertiary qualifications in a relevant field, such as engineering or project management accompanied by commercial acumen are essential.
The Organisation
The City of Whitehorse is ideally located 15 kilometres east of Melbourne’s CBD in an eclectic and rapidly changing local government area, characterised by tree-lined residential streets, an abundance of parks and a vibrant and rapidly developing high rise commercial and residential activity centre.
With over 1,300 staff providing a range of essential community services to a population of 170,000, the City has a budget of around $200 million and $3.8 billion in assets.
The Council was recognised at the 2019 IPWEA (Victoria) Public Works Conference as the winner of the Excellence in Asset Management Award.
