The creation of the Victorian Skills Authority (VSA) is critical to meeting Victoria’s skills and training needs.
This new organisation will have a mandate to bring the key elements of the skills system – skills and training providers, employers and industry, individuals and their communities – together in a more purposeful and collaborative way to drive better outcomes than have been realised before for the Victorian economy and for Victorians.
The Hon. Gayle Tierney MP, Minister for Training and Skills and Minister for Higher Education is seeking applications from suitably qualified individuals for Chair and member roles for the new VSA Advisory Board.
The VSA Advisory Board will provide independent advice to the Minister and the VSA Chief Executive Officer on:
1) Long-term strategic direction, maximising outcomes from the State’s investment in the training and skills sector and strategic input into the next phase of reforms in response to industry and community needs.
2) The relevance, quality and equity of the Victorian training system. This may include reviews or reports at the request of the Minister.
3) The development of the Victorian Skills Plan to ensure it takes into account current and future needs.
4) Maintaining a focus on the delivery of the skills and training requirements to support government priority workforces.
5) The VSA’s four workstreams, including strategic advice to the VSA CEO on the VSA workplan.
6) Any other matters referred by the Minister.
In undertaking its work, the Board is expected to:
7) Strengthen Victoria’s VET sector through the development of strategic partnerships with industry and other stakeholders, including co-develop an industry compact around skills development with the CEO.
8) Strengthen partnerships between TAFE and training, universities and Adult, Community and Further Education providers to enable the post-secondary sector to respond with more agility to the economy’s needs.
The VSA Advisory Board will report to the Minister under section 5.2.10 of the Education and Training Reform Act. The term of appointment for the successful applicants is expected to commence in October 2021 and run for a term not exceeding three years, and for a maximum of two terms.

SELECTION CRITERIA AND CHECKS

Applicants need to present a compelling case for their individual expertise and capacity to contribute, rather than representing an organisation or group.
Applications will be assessed against the criteria outlined in the position description. A selection panel will shortlist applicants against the criteria and conduct interviews.
The recruitment panel will consider both merit and diversity during the assessment to ensure a suitably diverse membership. The successful candidates will be appointed with positions commencing in October 2021.
