Reporting to the Chief Executive, this role leads the South Australian Government Financing Authority (SAFA) in delivering the South Australian State Government’s debt, liquidity and financial assets, captive insurance and fleet operations services. As a member of the Department of Treasury & Finance (DTF) executive leadership group, this position plays an active role in the department’s corporate decision making, planning and policy formulation.
The General Manager will successfully manage State Government finances and risk through setting and implementing a cohesive strategy for SAFA, leading successful negotiations with major capital market participants in Australia and overseas; and positioning high level strategic advice to Cabinet, State Treasury and SAFA Advisory Board to accurately inform decision-making on all financial and commercial services provided by SAFA. Following an extended period of stability, and in the face of new and increasingly complex challenges, SAFA now seeks a fresh approach.
The successful candidate will be a proven finance executive who demonstrates a solid understanding of financial markets and technical nous in managing complex financial arrangements. With demonstrated success in driving business excellence, an ability to build a cohesive team-first and solution-oriented mindset will be welcomed and paramount to success in this role. With prior experience in delivering transformational leadership in a medium to large organisation the appointee will have gained deep exposure to broad, high-level financial markets and insurance issues. A financial services, banking or insurance company or government department background will be preferred but not essential. Post-graduate financial, economics or business qualifications will be highly regarded.
The South Australian Financing Authority (SAFA) functions as the central financing authority, captive insurer and manager of the passenger and light commercial vehicle fleet operations for the Government of South Australia.
SAFA plays an integral role in the overall management of the State Government’s finances and risks, harnessing economies of scale and relevant expertise in wholesale financial markets and insurance markets to provide a range of treasury, insurance and fleet management services to public sector clients, guided by its Strategic and Business Plan.
Additionally, SAFA is responsible for corporate governance, transaction management and support services for state electricity entities; administration of industry assistance scheme contracts on behalf of the State Treasurer.
