The Position
The Victorian Government is committed to using its substantial purchasing power to allow all Victorians to participate in the State’s economic future.
The Local Jobs First Commissioner balances advocacy, facilitation and compliance functions, working closely with industry and Victorian Government departments to create opportunities for small and medium sized businesses on government projects.
The Commissioner advocates on behalf of Victorian SME’s by ensuring local content is used, as well as promoting the employment of apprentices, trainees and cadets on government projects. The Commissioner oversees compliance of local content and job commitments entered into as part of the contractual arrangements for project delivery across Victorian Government projects.
The Commissioner leads a team of skilled professionals and works closely with the Department of Jobs, Precincts and Regions.
The successful candidate will be a highly credible leader who can actively engage stakeholders across government, industry and employee organisations and provide strategic advice to government on issues related to the Local Jobs First Policy. The role requires an individual with the ability to proactively monitor and manage compliance and lead development of strategies and initiatives with a focus on outcomes. Highly developed interpersonal skills are essential to consult, communicate, represent, influence and negotiate with stakeholders at the most senior levels within the public and private sectors.

The Local Jobs First Policy supports Victorian businesses and workers by ensuring that small and medium size enterprises are given a full and fair opportunity to compete for both large and small government contracts, helping to create opportunities including for apprentices, trainees and cadets.
From schools and hospitals, to manufacturing and road projects, Local Jobs First is about ensuring that local projects create opportunities for Victorian businesses and workers.
The Local Jobs First Act 2003 (the Act), formerly known as the Victorian Industry Participation Policy Act, is the longest standing and strongest industry participation legislation in Australia.
