Tom Dalton has been appointed Chief Executive Officer at Neami National

Since commencing Tom has been leading a strong values-based national organisation.

Tom is a lawyer by background, who has worked in private practice, Community Legal Centres and the public sector.  Tom spent nearly twenty years with Forensicare, originally joining the organisation in 1999 as Corporate Counsel and then taking on the position of CEO in 2009.  As CEO Tom was responsible for the management and performance of Forensicare, providing leadership to the executive in delivering contemporary forensic mental health services to meet the needs of stakeholders.  The organisation is a statutory authority with a staff of 590 FTE and revenue of $105M.  Key stakeholders of Forensicare include the Department of Health and Human Services, Department of Justice and the Victorian Courts.  Tom successfully developed and implemented three strategic plans, requiring significant consultation with key stakeholders and strong involvement with the Board to ensure delivery on expected goals and objectives.  Tom achieved a number of key outcomes during his time as CEO including leading change projects to improve clinical governance and quality, implementing new service developments and re configuring staffing models to drive efficient services.  Tom also oversaw the inclusion of advocacy as an organisation priority, lobbying with Victoria Legal Aid and other community organisations, to prevent service users having support pensions removed during government cost reductions.

When in the role of Corporate Counsel with Forensicare, Tom held primary responsibility for the provision of counsel and advice on policy, strategy, management and legal issues including the corporate governance, statutory and regulatory obligations of the organisation.

Prior this Tom was a Project Manager, managing the amalgamation of five Rural Ambulance Services into a new organisation.  With a project budget of $5M, Tom was tasked with achieving the implementation of the new service within 12 months.  The project was completed on time and within budget, with Tom facilitating a large change program, managing five separate senior management groups in addition to an independent peak body.

Tom’s earlier career included legal roles within government and community services.
