The Position
The Board of the Eastern Melbourne Primary Health Network (EMPHN) seek to appoint a dynamic and innovative individual to become its next CEO and shape reform of primary health care in the east and north-east of Melbourne.The CEO will implement the organisation’s five-year Strategic Plan, which through innovation and transformation of the system aims to enable consumers to receive the right care in the right place, at the right time.
The CEO will lead a dedicated and highly skilled team to adapt and respond to the changing landscape in the provision of health care. Working with the Board, the CEO will embed contemporary insights, initiatives or transformation opportunities into the organisation’s strategic plan, business plans, budget and risk control frameworks. A critical element of the role will be the building and fostering of strong, trusted relationships with partners across the community.
The ideal candidate will be a contemporary leader who is experienced in strategic planning, advocacy, guiding culture change, driving innovation and influencing key initiatives with a diverse range of stakeholders, including Commonwealth and State Government. Presenting with highly developed emotional, analytical and presentation skills, the appointee will display positive energy and enthusiasm. Ideally equipped with a background in the community sector and possessing some understanding of the health sector, the CEO will be an inspiring, visionary and principled leader, with a commitment to modelling behaviours that value integrity, safety, diversity, equity and inclusion. Flexible working arrangements will be considered.
The Organisation
Eastern Melbourne PHN is a Primary Health Network primarily funded by the Australian Government to improve the care and support people in Melbourne’s east and north-east receive from health services.
Working closely with health professionals, consumers and carers and using health related data, the PHN identifies emerging community needs and gaps in the health care system and develops commissioning plans informed by stakeholder engagement and the best evidence available.
Increasingly the PHN is ‘co-commissioning’ – working with partner organisations to develop new services that address these needs and gaps which are commissioned together.
The Strategic Plan 2020-2025 is an ambitious plan to transform the primary health care sector in the catchment area. Its focus is on:
• Improving the health and care experience for people with multiple chronic conditions and/or mental health problems.
• Creating a primary care system that delivers person-centred, team-based, holistic, comprehensive and effective care.
• Deploying digital health and other technologies to enhance care, support evidence-informed decision-making, increase self-management and monitoring capabilities, and improve communications.
• Working with partners to create a true system with
unity of purpose and focused on person-centred care.
